Public Safety

Anna’s first priority is public safety. In her two terms on the Council, she championed the full accreditation of the police department, modernized its technology, boosted pension funding from 50% to 100%, and spearheaded a successful recruiting campaign, leading to a fully staffed department.

As the past chair of the ACOPS committee, Anna outlined a series of public safety articles for the Independent newspaper. With nearly perfect attendance at “Coffee with a Cop” over six years, she consistently showed respect for officers and engaged with residents. Her commitment is evident from her participation in three full-shift ride-alongs to understand residents' issues firsthand and support the police.

Alongside the mayor and council, Anna worked tirelessly with legislators, testifying at three legislative hearings to uphold photo enforcement, a critical public safety tool. She quietly supports officers by attending police academy graduations, funerals, retirement parties, fundraisers, and public safety conferences, showing she values police employees and volunteers. Anna is dedicated to fully funding and supporting the police, aiming to keep the community the safest in Arizona.

Preserving 1-acre Residential Zoning

Anna views the legislature's attempts to ban low-density zoning as the biggest threat to Paradise Valley. She testified at the legislature and engaged with legislative committee members to protect 1-acre zoning. Her efforts, along with the mayor and council, helped preserve this zoning, but continued effort is required to maintain these rights.

Anna backed Town code changes to restrict new homes from being built on elevated pads with elevated, flat backyards. Having walked every mile of the Town, she understands how unchecked building can encroach on our open spaces.

Short Term Rental (STR) Reform

Anna collaborated with the mayor and council to mitigate the negative impact of short-term rentals, reducing disturbances to nearly zero complaints in 2023 and 2024. She actively engaged with legislators, attended hearings, and supported citizen groups to pass legislation returning control to cities and towns. Her leadership was pivotal in this effort.

Anna also backed changes to the Town Code that survived challenges from the STR industry and the Attorney General’s office. She supported funding a full-time code enforcement officer to manage STRs.

Low Density Resort Development

Anna is a vocal advocate against intense resort development. She closely monitored projects like Andaz and the SmokeTree Resort through virtually every Planning Commission meeting, scrutinizing applications and listening to residents.

She has never supported high-density Special Use Permits or for-sale, residential condos or villas as part of resort development. Anna is committed to maintaining a low-density, single-family residential community and opposes projects that conflict with these values. During the General Plan update, she ensured resident voices were heard and concerns addressed, particularly regarding land use designation within El Chorro.

Strong Fiscal Conservative

Anna is a strong fiscal conservative, consistently seeking detailed spending information and ROI analysis - additional staffing being one example. Serving on the Investment Advisory Working Group, she recommended consolidating investment advisors, increasing annual earned interest by $75K. With a 30-year consulting background, she brings expertise in pension funding and has been a staunch advocate for fully funding public safety pensions.
